Putting Children First Because They Are Our Future

My VISION for Farmington Public Schools

My grandchildren attend Farmington Public Schools. I will work to make Farmington Public Schools the best in this region.

  • Provide Educational Excellence for All Students Attending the District

  • Improve Student Achievement and Test Scores

  • Create Confidence between the Board of Education and the Residents

  • Promote Accountability of the Board to Parents and Residents

  • Listen to the Parents and Residents and be an Effective Voice for Them

  • Conduct Dialog and Listening Meetings Between the Board with Parents and Residents on a Regular Basis

  • Create Transparency and Accountability to Parents in the Curriculum of Farmington Schools

  • Work to Expand Advanced Placement Courses for College Credit

  • Work to Expand Technical Educational Opportunities Open to All Students

  • Promote Financial Accountability and Transparency in the Budget

  • Work with Other Board Members and the Community to Provide an Excellent School System

  • Ensure Safe Schools for Students and Teachers

TR also participated in all “Community Dialog Events” sponsored by the Board of Education in 2023 and 2024

Mayor TR Carr dedicates the Tuskegee Airmen Mural at St. Louis International Airport

a Lengthy record of effective service to Education and the Public

  • Evaluated numerous educational programs for local districts and state governments

  • Served as Mayor of Hazelwood, a suburb of St. Louis, for 3 terms (2000-2009)

  • Appointed by the Governor of Missouri to Serve on the Ferguson Commission

  • President of the St. Louis County (MO) Municipal League

  • Leadership Council member of the St. Louis Regional Chamber and Growth Association

  • Assisted the Mamou Guinea (West Africa) Development Office for 42 Bed Compassion Hospital (Recently designated as the Trauma Hospital for a population of 5 million people)

Training and Education

  • I have a Ph.D. in public administration/public policy

  • My wife, Lucy Carr, Ed.D., is a retired School Psychologist with her career in public schools

  • Our son is a professor at Oakland University

  • I have a career commitment to Public Education and have served as faculty at Southern Illinois University Edwardsville, the University of Arkansas, and Texas Tech University
